Warrant issued for Fort Snelling man for rape of 13 year old

MINNEAPOLIS – Police have issued a warrant for a 38-year-old Fort Snelling man after he was accused of raping a 13-year-old, according to a criminal complaint filed in Hennepin County District Court last month.
Terrance Leavenn Norris is charged with felony first-degree criminal sexual conduct involving penetration with a minor under 14 years old.
Norris sexually assaulted the girl while her mother was out of the house, according to the complaint, signed by Hennepin County Sheriff’s Detective Gregory Myre and Assistant Hennepin County Attorney Olivia Kratzke.
The mother told police that her daughter first told her of the assaults in April 2025, the same month it was reported to law enforcement.
