Warrant issued for Apple Valley man accused of sexual assault of 8 year old

MINNEAPOLIS – A warrant has been issued for an Apple Valley man accused of sexually assaulting an 8-year-old girl several years ago in a Bloomington residence.

Hugo Alejandro Mendez Medrano, 39, is charged with felony second-degree criminal sexual conduct with a minor under 13 years old, according to a complaint filed in Hennepin County District Court on Thursday Nov. 20, 2025.

The complaint, signed by Bloomington police officer Carla Magaard and Assistant Hennepin County Attorney Evan Powell, outlines how Medrano was able to sexually assault the girl in a Bloomington apartment.

The sexual assaults happened between 2015 and 2018, according to Magaard’s complaint.

The child divulged to police that Medrano told her that the sexual assaults were ok because he is her father, Magaard wrote, adding that the mother informed police that she ended her relationship with Medrano when her daughter was 11 years old.

Medrano denied the allegations in a Mirandized statement to police but said he was never allowed to be alone with the child, according to Magaard.

Family members disputed Medrano’s statement when talking with police, according to Magaard, who wrote that the girl’s family said Medrano would often take the girl to places with just him and that there were many times the pair could have been alone.

As of Thursday afternoon, Medrano is not listed as in custody in the Hennepin County jail.
