St. Paul man charged with sexual assault of 9 year old

ST. PAUL – A 50-year-old St. Paul man is now facing a felony charge after a 9-year-old girl reported to police that her mother’s boyfriend repeatedly sexually assaulted her, according to a complaint filed Monday in Ramsey County District Court.

Dennis Carl Colen is charged with felony second-degree criminal sexual conduct for multiple acts with a minor who he had a significant relationship with.

While an investigation was started by St. Paul police in September 2025, a non-mandatory reporter expressed concerns to Wisconsin police over a year ago, according to the criminal complaint signed St. Paul Police Sgt. Megan Kosloske and Ramsey County prosecutor Karen Kugler.

The girl reported to police that Colen repeatedly sexually assaulted her, including while the girl’s mother was present, according to Kosloske.

Colen is accused of telling the mother to “Just look at the fucking TV and stop lipping off,” when the mother and her child tried to stop him from molesting the girl, who was 8 years old at the time of the assault.

Colen is a registered sex offender due to a 2012 Michigan conviction for second-degree criminal sexual conduct with a person under 13 years old.

Colen denied sexually assaulting the girl during a phone interview with police.

The case has been assigned to Judge Kelly Olmstead.

Colen was booked into the Ramsey County Jail on Wednesday morning. While no court date is scheduled, Judge Olmstead preemptively ordered that he may be released on a $100,000 bond with no conditions.
