Community service for man convicted of recording children in Plymouth locker room

MINNEAPOLIS – Nan Zhang, 38, of Plymouth, was given 20 days of community service and two years of probation following his conviction earlier this month for filming children in the women’s locker room at a Plymouth ice rink.
District Judge Mark Kappelhoof also ordered Zhang to attend a sex offender program and barred him from the Plymouth Ice Arena, where he was accused of filming children for over a three period.
Zhang was convicted of felony interference with the privacy of a child under 18 years old and felony harassment of a child under 18 years old, per a plea agreement with the Hennepin County Attorney's Office.
Kappelhoof also ordered a stay of imposition for Zhang's convictions, meaning his felony convictions will be reduced to misdemeanors, provided he comply with his probation terms.

According to the criminal complaint:
The Plymouth Police Department received multiple complaints about an adult man being in the women’s locker room of the Plymouth Ice Center.
The department’s investigation found that similar incidents had occurred going back to 2023.
One woman reported to police that she saw the man walk into the women’s locker room while she was changing in the fall of 2023. She would have been 16 years old at the time.
Another woman reported to police that she found the man hanging around the locker room’s shower where he told her he was there to fix a shower handle.
Police did not identify the man as Zhang until September 2025 after he returned to the ice rink again.
At least five police reports were filed between 2024 and 2025 regarding Zhang’s behavior at the ice rink.
Police say there is no video evidence showing Zhang entering the locker room with a child there to play hockey or illustrating a reason to be in any of the locker rooms.
