EDEN PRAIRIE – An Eden Prairie renter was without heat during a December 2025 cold snap, which led to charges being filed against the landlord company, according to documents obtained by MisFits Media.

HON III LLC, a Texas based company, is charged with failing to provide heat and providing inadequate sanitation, both misdemeanors, to an Eden Prairie home rental unit.

The tenant initially reported to their social worker in November 2025 that their home had been without heat for several weeks, according to emails between Eden Prairie Fire Inspectors Jeff Carrane, his partner Dave Shepard and HON Compliance Manager Randi Tuggle, HON Senior Maintenance Manager Darius James and HON Senior VP of Leasing and Operations Marisa Mulvaney.

While Misfits Media obtained several reports and pictures via a public data request to the city of Eden Prairie, Misfits Media is not publishing much of the content due to several features and phrases that could identify the renter.

HON repeatedly closed out maintenance requests from the tenant about the heat going back to at least September 2025, according to messages to HON from the tenant, which were provided to the city.

“The temperatures are dropping this weekend, any chance the heat can be fixed by then?” the tenant wrote to HON staff on Nov. 6, 2025.

“Still no heat and no update. It’s been 2 months and now it’s freezing,” the tenant wrote in a Nov. 9, 2025 message.

“I’ve called, left voice messages and still nothing,” the tenant wrote in a Nov. 20, 2025 message. “This is an emergency that’s not being attended to nor fulfilled. This can't be logical or legal.”

“My electricity is being overworked because now I have to run space heaters so that my children feel some type of heat,” the tenant wrote to HON maintenance staff on Nov. 25, 2025. “What on earth is the problem!???”

A tech was contacted a month ago and still no repair has been done. It's against the law in the state of Minnesota to not have operable heat. It's called the cold weather rule. I have been without heat for 3 months now and all you've said is a tech has been contacted. Do I need to contact a company myself??? My children are now sick due to no heat in the home. I have to keep my oven on for some type of heat which is hazardous. And is also shooting my gas bill through the roof. My electricity is being overworked because now i have to run space heaters so that my children feel some type of heat. What on earth is the problem!??

Eden Prairie city codes require each rental building in the city to provide heating to maintain 68 degrees Fahrenheit in each habitable space.

Despite a warning by the city that if the heat was not fixed by Dec. 13, 2025, a citation would be issued, it took HON until Dec. 15, 2025, to restore heat to the property.

While HON did send out a HVAC contractor on Dec. 12, 2025, he was unable to restore the heat in the home, and a heater was provided to the tenant. The tenant also turned down a hotel stay for the night provided by HON.

Temperatures dropped to below zero during the nights the tenant was without heat. Wind chills dropped the temperature down to -22 degrees Fahrenheit during that same time period.

Tuggle, Carrane and Mulvaney, who are all Texas residents, apparently ignored emails from the city during this time.

“Honestly, this is pretty par for the course with HON,” Fire Inspector Shepard wrote in an email to the tenant. “It is like pulling teeth to get them to handle basic business."

A citation was filed by Shepard against HON on Dec. 15 for failing to provide heat to the rental unit.

In addition, Shepard noted in two follow up inspections in January and February that the rental unit had shoddy electrical installations throughout the home and several damaged doors and walls.

One outlet showed signs of pyrolysis, a chemical degradation process, which can char plastic electrical outlets and is a sign of bad wiring that can lead to electrical fires.

Following his January inspection of the property, Shepard spoke to an attorney about the citation issued and the need for repercussions against HON.

An inspection date is scheduled for June to allow ice to melt in order to allow access to the rental unit’s rain covers, which showed signs of vegetation buildup.

An arraignment hearing is scheduled for May 13 at 9:15 a.m. at the Hennepin County Ridgedale satellite courthouse.
